Trousdale County Schools
Trousdale County serves nearly 1,300 students at three schools in rural Middle Tennessee. Approximately 55 percent of Trousdale County’s students are economically disadvantaged. The district’s three-year average graduation rate is 97 percent. Over the past three years, Trousdale County has out-performed the state by roughly 20 points in math and Algebra I and II. Additionally, the district has made strong progress in closing gaps between economically disadvantaged students and their higher income peers in Algebra II.

Dyersburg City Schools
The Dyersburg district serves roughly 2,800 students at four schools in northwest Tennessee. Approximately 70 percent of Dyersburg’s students are economically disadvantaged. The district has made strong gains over the past three years in math, Algebra I and Algebra II. Dyersburg’s three-year average ACT score is 20.5, more than 1 point above the state three-year average. In addition, the district has a roughly 60 percent AP exam pass rate and nearly two-thirds of Dyersburg’s graduates have gone on to college over the past three years.
Johnson City Schools
The Johnson City district serves nearly 8,000 students at 11 schools in East Tennessee. Approximately 50 percent of Johnson City’s students are economically disadvantaged. The district has made strong gains over the past three years in Algebra I and Algebra II. Johnson City’s three-year average ACT score is 22.0, almost 3 points above the state three-year average, and the district has a roughly 75 percent AP exam pass rate. In addition, district scores are almost 20 points above the state average in reading and English II as well as math and Algebra I and II. Over the past three years, Johnson City has closed gaps across almost all subjects for racial/ethnic subgroups and economically disadvantaged students.

Kingsport City Schools serves over 7,000 students in East Tennessee. Approximately 55 percent of Kingsport’s students are economically disadvantaged. The district posted strong three-year marks on TVAAS growth in math, Algebra I and II, and science: 3.6, 8.6, and 3.3, respectively. The district has an ACT average of 22 and has seen significant achievement gap closures between white students and their Hispanic and black peers.

Overview:
Hamblen County Schools, a rural, high-poverty district in East Tennessee, has not let demographic challenges stand in the way of its commitment to academic excel- lence. More than 60 percent of the district’s student population qualifies for free and reduced priced lunch, up from 40 percent only a decade ago. The district also has one of the largest English language learner popula- tions in the state. The district’s Hispanic population has grown from 1 percent to more than 16 percent over the past decade, with the majority of these students speak- ing Spanish as their primary language. Despite these challenges, the district holds the status of Advanced Placement Honor District and has earned three National Blue Ribbon distinctions, two of which were awarded during the past two years. Ultimately, the district’s goal is to ensure that every student graduates from high school prepared for college and the workforce. The district’s te- nets of high standards and strategic, collaborative plan- ning are evident in its dramatic reductions in achieve- ment gaps for its most economically disadvantaged and at-risk students. “The rules of the game have changed in education in Tennessee and across our country,” Super- intendent Dr. Dale Lynch said, “and I’m proud of the fact that we can say in Hamblen County our students and our teachers have risen to meet those expectations.”

Loudon County Schools has taken the necessary steps to meet new academic challenges for its students even in the face of dramatically changing student demographics. Their director of schools has set high expectations for the system, recruited the appropriate school-level leadership to carry out his vision, put in place supports for these new leaders, and hired a data coach to make sure that all schools and teachers understand the meaning and implications of data measures. As a result, the district has made an incredible amount of progress in a short amount of time and has narrowed achievement gaps between their white and Hispanic populations and their economically and non-esconomically disadvantaged populations.

Williamson County Schools has set big goals to ensure the continued growth and achievement of all of its students, including its highest performers. At the secondary level, the district has set a goal of having a 24 on the ACT and achieving a 10 percent increase in participation and pass rates on AP exams. The district has increased the time set aside for math and reading at the elementary level, provided side-by-side academic coaches to assist in these subjects, and has instituted district-wide pacing guides. To help teachers achieve these goals, the district has developed a comprehensive induction program and a system of on-going mentoring and professional development. Director of Schools Mike Looney is leading the charge to instill a renewed sense of urgency by getting out to the schools every day and providing principals with the supports they need to be instructional leaders in their buildings.
